The municipality is bordered by the Bizana Local Municipality to the north, the Port St John’s Local Municipality to the south and the Ntabankulu Local Municipality to the northwest. It comprises the magisterial areas of Lusikisiki and Flagstaff. The surface area is 2 477km2 and the population density is 112,4people per square kilometre. Economic activity is largely subsistence farming, although the Magwa Tea Plantation provides limited commercial productivity as well as job opportunities.

The percentage of the population with no access to tap/piped water was 79,0% in 2001. However, the percentage dropped to 69,2% in 2011, but remains a challenge as it is related to health issues.

A large percentage of the population utilises pit latrines (66,7%), whereas 19,2% do not have any toilets. The percentage of the population that utilises flush toilets connected to a sewerage system is only 3,3%.

In 2001, only 62,8% of the population used electricity for lighting. This figure had risen to 63,2% by 2011.
